How Long Does a Fit-Out Approval Take in Dubai?

Most office, shop, restaurant and clinic fit-outs in Dubai need more than one approval. The authorities' own service times are short, often one to three working days per stage, but the whole process usually takes longer because of drawing preparation, landlord NOCs and comment rounds. This guide explains which approvals a typical fit-out needs, what each authority publishes as its service time, and how to keep the overall timeline short.

Which approvals does a fit-out need?

A typical commercial fit-out involves three tracks that run side by side:

  1. The building authority permitIn most of mainland Dubai this is Dubai Municipality. In TECOM-developed communities it is the Dubai Development Authority (DDA), and in areas under the Ports, Customs and Free Zone Corporation it is Trakhees. If you are not sure which applies, see our guide Dubai Municipality, DDA or Trakhees?
  2. Dubai Civil Defence (DCD)Most fit-outs change partitions, ceilings, fire alarm and emergency lighting coverage, so the fire and life safety design needs DCD approval, and fire systems are installed by DCD-approved fire contractors.
  3. DEWAIf the unit needs a new meter, a separate meter or more power, DEWA must approve the electrical design before the supply is connected.

Smaller jobs, such as repainting or replacing furniture, may not need all three. The landlord or building management will normally tell you what their building requires.

Published service times

These are the times the authorities publish for their own review. They start once a complete submission is accepted, and they do not include the time needed to prepare drawings, collect NOCs or answer comments.

A realistic timeline

On paper the authority stages add up to only a few working days. In practice, a straightforward office or shop fit-out usually runs over a few weeks, because:

  • Drawings come first. Each authority needs drawings in its own format: architectural and fire drawings for the building authority and DCD, and load schedules plus lighting and power layouts for DEWA.
  • NOCs take time. DEWA asks for a landlord NOC in its prescribed format. DDA asks for a building owner NOC and a copy of the Ejari. Landlords and building management can take several days to issue them.
  • Comments restart the clock. If an authority returns a submission with comments, the corrected version is reviewed again.
  • Inspections need a ready site. DEWA's LV inspection is requested only after the site is ready and the invoice is paid. Snags must be fixed and the inspection requested again.

How to keep it short

  • Run the approvals in parallel. The building authority and DCD approvals use the same fit-out drawings, so they should be prepared and submitted together, not one after the other.
  • Ask the landlord for the NOC on day one, in the format each authority asks for.
  • Check the load before the design is final. If the unit needs more power than the building's approved schedule allows, a DEWA load approval is needed, and finding this late delays everything else.
  • Use contractors who are already registered. DEWA accepts fit-out connection applications only from enrolled contractors and consultants, and DDA fit-out permits are requested by the contractor. As a DEWA approved contractor in Dubai, we submit the DEWA fit-out connection for you.

Common reasons for delays

  • Landlord NOC not in DEWA's prescribed format
  • Load schedule that does not match the building's approved schedule
  • Fire alarm or emergency lighting layouts that do not match the new partitions
  • Starting DCD after the other approvals instead of alongside them
  • Site not ready when the inspection is requested

Frequently asked questions

How long does a DEWA fit-out approval take?

DEWA publishes 1 working day for design approval, 3 working days for the invoice and 1 working day for the LV inspection, each counted from a complete submission or request. In our experience, design approval usually takes 4 to 7 working days in practice. Drawing preparation, the landlord NOC and site work come on top of that.

Can I start work before the approvals are issued?

Work should not start before the building authority permit is issued. DDA, for example, states that its fit-out permit allows the contractor to start work.

Is a Civil Defence approval always needed?

Not always, but most commercial fit-outs need one because they change the layout covered by the fire alarm, sprinklers or emergency lighting. Ask the building management or send us the drawings to check.

Does the fit-out need a completion certificate?

Usually yes. DDA, for example, requires a Dubai Civil Defence completion certificate before it issues the fit-out completion certificate.

Who applies, the tenant or the contractor?

The contractor or consultant usually applies on the tenant's behalf. DEWA fit-out connections are submitted by enrolled contractors and consultants, and DDA asks for the tenant's appointment letter for the contractor.
