Fire Alarm Approval for a Fit-Out in Dubai: How DCD, DEWA and Dubai Municipality Fit Together

Short answer: Most shop, office, clinic and restaurant fit-outs in Dubai need Dubai Civil Defence (DCD) approval for the fire alarm, emergency lighting and fire fighting drawings before work starts, and a DCD inspection and completion certificate before you open. DCD approval doesn't happen on its own. It runs alongside your Dubai Municipality (or DDA/Trakhees) fit-out permit and your DEWA electrical approval, and the fire systems need their own electrical supply. Planning all three together at the start is what keeps a fit-out on schedule.

Does my fit-out need DCD approval?

Usually, yes. A fit-out normally changes partitions, ceilings, lighting or the layout, and any of these can change fire alarm, emergency lighting and escape route coverage. DCD reviews fire and life safety systems for new buildings, fit-outs and changes of use. Even a small office fit-out usually needs it. The exact scope depends on the works.

You'll typically need DCD approval if you are:

  • Fitting out an office, shop or clinic
  • Opening a restaurant or kitchen with a suppression system
  • Adding racking or changing what's stored in a warehouse
  • Correcting or renewing fire safety compliance on existing premises

The three approvals, and how they connect

AuthorityWhat it approvesHow it links to the others
Dubai Civil Defence (DCD)Fire alarm, emergency lighting, fire fighting and means-of-escape drawings, then site inspectionUses the same fit-out layout as your DM/DDA/Trakhees permit
Dubai Municipality, DDA or TrakheesThe fit-out permit itself (depends on where the premises are)Should be submitted in parallel with DCD, not after
DEWAElectrical works, meter and load changesThe fire alarm panel and emergency lighting need dedicated, correctly protected electrical supplies

Not sure which of the three permit authorities covers your premises? See Dubai Municipality, DDA or Trakhees: which authority approves your project?

The most common cause of delay we see is treating these as three separate jobs. DCD and the municipality permit should run in parallel, because both are based on the same fit-out drawings. A change requested by one authority often means updating the drawings for the other.

Step by step

  1. Requirement review.Confirm what DCD requires for your premises type and size, and which permit authority covers your location.
  2. Design coordination.Fire alarm, emergency lighting and fire fighting drawings are prepared with a DCD-approved contractor or consultant, using the same layout as your fit-out permit drawings.
  3. Submit and respond to comments.Submit to DCD, and to the municipality or free-zone authority, at the same time. Answer comments quickly, and update both sets of drawings when something changes.
  4. Install to the approved drawings.DCD-approved fire contractors install the fire systems. The electrical supplies for the fire alarm panel and emergency lighting go in at the same time, as part of your DEWA-approved electrical works.
  5. Inspection and completion certificate.DCD inspects the installed systems. Once they pass, the completion certificate is issued and you can open.

Documents to prepare

  • Trade licence and tenancy contract (Ejari)
  • Architectural layout of the premises
  • Landlord or building management NOC
  • Existing building fire system drawings, if available
  • Details of stored goods (warehouses)
  • For restaurants: kitchen layout and suppression system details

If you don't have everything, start with what you have. A missing landlord NOC or old building drawings are the usual gaps, and they're easier to chase early than at inspection.

What is Hassantuk?

Hassantuk is the UAE Ministry of Interior's fire alarm monitoring system, launched in 2018. It connects fire and smoke alarms in commercial buildings and residential apartments to Civil Defence for 24/7 monitoring. The Ministry groups premises into categories by size for connection. For businesses, the smallest category covers premises up to 5,000 sq ft with their own alarm panel.

For a fit-out, check early whether your fire alarm panel needs a Hassantuk connection or uses the building's existing one. This affects your fire alarm design and drawings.

How long does it take?

DCD doesn't publish one fixed timeline for fit-outs. It depends on:

  • How big and complex the fire systems are
  • How quickly the drawings are approved, and how many comment rounds there are
  • How long installation takes
  • Whether the municipality permit and DEWA works are running in parallel or one after another

The biggest saving comes from starting DCD work at the beginning of the fit-out, not near handover. For a realistic timeline for your premises, send us your layout and we'll map out all three approvals together.

Common causes of delay

  • Starting DCD late, after the fit-out design is fixed, then having to change ceilings or lighting to meet fire requirements
  • Drawings that don't match between the DCD submission and the municipality submission
  • Missing landlord or building management NOC
  • No dedicated electrical supply for the fire alarm panel or emergency lighting, found at inspection
  • Using an installer who isn't DCD-approved

FAQ

Do small office fit-outs need DCD approval?

Usually yes, because fit-outs often change partitions, ceilings, or alarm and lighting coverage. The exact scope depends on the works.

Who installs fire alarm systems in Dubai?

DCD-approved fire contractors. We coordinate them along with the related electrical works and DEWA approvals.

Can DCD and Dubai Municipality approvals run in parallel?

Yes, and they usually should, because both are based on the same fit-out drawings.

What is Hassantuk?

The UAE Ministry of Interior's system, launched in 2018, that connects fire and smoke alarms in commercial buildings and apartments to Civil Defence for 24/7 monitoring.

Do I need DEWA approval as well?

If your fit-out includes electrical works, a new or separate meter, or a load change, yes. The fire alarm panel and emergency lighting also need correctly installed electrical supplies, which we handle as a DEWA-registered contractor.
